Reorder Payment Methods on the Payment Page

Let users rearrange the order in which payment methods appear on the invoice payment page. Today methods display in the order they were added, with no way to change them after the fact.

Useful when adding a new preferred method that should sit at the top of the list, or simply organising the layout to match how users want customers to see their options.
